Research and field-testing experience led to the unfortunate conclusion that these early monitoring procedures would not answer the questions of concern. Experimenters and biosafety authorities must be aware that they will not always know the best monitoring approach at the outset. This argues for having a biosafety review process that balances concerns with the reality of scientific capability.
