The history of technological change in developing country agriculture is one where farmers and farming communities have historically been the main innovators, followed by the public sector, which released the technology of the Green Revolution (GR) as a public good. Recently, however, the private sector has been rapidly penetrating due to changes in intellectual property rights (IPR) legislation2 allowing private entities to capture returns from research in biology, unleashing a new wave of biotechnological innovations as private goods.
